Houston FilAms Completed Citizen’s Police Academyfrom the Harris County Sheriff’s Office

The Philippine Community Center, Inc. (PCCI) presented the Citizen’s Police Academy (CPA) through the Harris County Sheriff’s Office. CPA is designed to increase understanding between members of the community and the Harris County Sheriff’s Office. Participants will become familiar with Sheriff’s Office many aspects of law enforcement such as the Texas Penal Code.



Fourteen graduates were honored with their certificate of graduation from the Citizen’s Police Academy, a program from the Harris County Sheriff’s Office. They are Miguel Alonzo, Juan Cantu, Raul Castor, Arnel Dalo, Randolf Datu, Isabel Datu, Jocelyn Hernandez, Gloria Jorque, Elizabeth Kotas, Joie Quezada, Tito Refi, Carmen Tobias, and Rodolfo Tobias. The graduation ceremony was held at the Philippines Community Center on July 30, 2024.


The certificates were presented by Jarod Laygan who is the Deputy and Command Staff. In his speech he expressed his congratulations to the graduates and praised the Filipino American community for initiating the Citizen’s Police Academy.



The 14 graduates are now included in the roster of the growing number of Citizen’s Police Academy Alumni Association (CPAAAA). Alumni President Eddie Foster stated that he welcomes the new graduates from the Filipino American community. He added that this is the first time that they worked with the FilAm community.

CPA adheres to its core values that include: Merit and maintain the public’s trust; Embrace and deliver professional service; Protect our citizens with honor and courage; Exemplify ethical at all times, and Develop, encourage, and care for our Sheriff’s Office family.



The PCCI is committed to re-launch the program again next year. It is hoped that more Filipino Americans will be joining next year as it benefits families and communities.
